अध्याय १३: सुरक्षा र आपतकालिन अवस्थाहरू (Chapter 13 : Safety and Emergencies)

बालबालिकाको सुरक्षा
बालबालिका घरबाहिर खेल्दा अभिभावकको रेखदेख हुनुपर्छ । सडक वा गाडी पार्किङस्थलमा खेल्नु सुरक्षित हुँदैन । त्यहाँ खेल्दा उनीहरूलाई कारले ठक्कर दिन सक्छ । चोटपटक लाग्नसक्छ र मृत्यु पनि हुनसक्छ ।
साना नानीहरूलाई पानीछेउ वा पानीमा एक्लै छाड्नुहुँदैन । यस्ता ठाउँहरू: नदी, तलाउ, फोहरा र घरको नुहाउने डुँड (बाथटब) हुन् । साना नानीहरू दुई इन्चभन्दा कम पानीमा पनि डुब्न सक्छन् । साना नानीहरूलाई भर्‍याङ र बाथरुममा जान नदिनुहोस् । त्यता जान नदिन सानो दैलो हालीदिनुहोस् । त्यो दैलो लगाईदिने गर्नुहोस् ।
Child Safety
Children should always be supervised by adults when playing outside. Playing in the street or parking lot is not safe because they can be hit by a car and be hurt or even killed.
Never leave a small child alone in or near water. This includes streams, ponds, fountains, and even the bathtub in your home. A child can drown in less than two inches of water. Use safety gates to keep small children away from stairs and out of bathrooms.

सडकमा सुरक्षा
सडकमा कहिल्यै नहिड्नुहोस् । सडकको पेटीमा वा सडकसँगैको खाली ठाउँबाट हिंड्नुहोस् । जहाँ पायो, त्यहिंबाट बाटो नकाट्नुहोस् । संकेत पाएपछि (हरियो बत्ती बलेपछि) मात्र बाटो काट्नुहोस् । बाटो काट्नुअघि पहिले देब्रे अनि दाहिने हेर्नुहोस् र कारहरू नआएको पक्का भएपछि मात्र बाटो काट्नुहोस् । राती हिंड्दा उज्यालो रंगको कपडा (वा टल्कने कपडा) लगाउनुहोस् । त्यस्तो कपडा लगाउँदा कारचालकले तपाईंलाई छर्लङ देख्छन् ।
साना नानीहरूले एक्लै आफैं कहिल्यै बाटो नकाटुन् । गाडी दुर्घटनाबाट बच्न उनीहरूले आफ्ना अभिभावक वा आफूभन्दा ठूलाको सहायता लिनु पर्छ । अलि ठूला नानीहरूलाई सडक कसरी काट्ने भनेर सिकाउनुहोस् ।
Street Safety
Never walk in the street. Always walk on the sidewalk or on the ground next to a street. Use crosswalks and look for walk signals to tell you when it is safe to cross a busy street. Before crossing, always look left and right to make sure no cars are coming. At night, always wear light colored clothing so that drivers can see you better.
Young children should not cross the street by themselves. They should cross with a parent or another adult to avoid getting hurt by a car. Teach older children how to safely cross the street.

घरको सुरक्षा
आफू घरमै भएका बेला भए पनि ढोका बन्द गर्नुहोस् । चोरी वा अन्य अपराध रोकथाम गर्न घरबाहिर जानुपर्दा झ्याल बन्द गर्नुहोस् । नचिनेको मानिसका लागि कहिल्यै ढोका नखोल्नुहोस् । पोशाकमै आएको भए पनि पहिले उनको परिचयपत्र देखाउन लगाउनुहोस् । आफ्ना नानीहरूलाई नचिनेको मानिस आए कहिल्यै ढोका नखोल्नु भनेर सिकाउनुहोस् ।
Home Safety
Always keep your door locked, even when you are home. Shut and lock your windows before you leave to prevent theft and other crimes. Do not unlock or open your door for anyone you do not know. Ask strangers, including people in uniform, to first show you their identification. Teach children not to open the door to strangers.

भान्सामा सुरक्षा
चुल्हो ग्याँस वा बिजुलीले चल्ने खालको हुन्छ । खाना बसाएको छ भने बलिरहेको चुल्हो छाडेर भान्साबाट बाहिर नजानुहोस् । खाना पकाई सकेपछि चुल्हो बन्द गर्न नबिर्सनुहोस् ।
भान्सामा आगो सल्किए, पानी वा पिठो जस्तो धुलो फ्याँकेर आगो निभाउने प्रयास नगर्नुहोस् । यस्तो आगो भुटुन हाल्दा ज्वाला निस्केर वा चिल्लो पोखिएर लाग्छ । आगो सानो छ भने कराई छोप्ने ढक्कन ज्वालामाथि ढ्याप्प राखेर आगो मत्थर पार्नुहोस् । यसैबीच चुल्हो बन्द गर्नुहोस् । आगो ननिभुन्जेल ढक्कन त्यसै छाडिदिनुहोस् । चुल्होमा बसाएको भाँडोलाई सेलाउन दिनुहोस् । होस गर्नुहोस्, आगोले पोल्न वा तातो भाँडोले डाम्न सक्छ ।
यो उपाय काम लागेन वा नजिकै पर्न नसकिन ठूलो आगो भए, फायर एक्सटिङ्ग्विसर (आगो निभाउन बनाइएको रातो भाँडो) नजिकै भए प्रयोग गर्नुहोस् ।
Kitchen Safety
Your kitchen has either a gas or electric stove. When using the stove to cook, do not leave the kitchen. When you are done using the stove or oven, make sure to turn it off.
If a fire starts in your kitchen, never use water or flour to put out cooking fires. If the fire is small, put a pan lid over the flames to smother a grease or oil fire. Turn off the heat and leave the lid in place until the pan cools. Be careful not to burn yourself. If that does not work or the fire is too big to get close enough, use a fire extinguisher if one is nearby.

आगोबाट सुरक्षा
घरबेटीले तपाईको अपार्टमेन्टमा अग्निसूचक यन्त्र (आगो लागेको सूचना दिने घण्टि) उपलब्ध गराउनु पर्छ । अग्निसूचक यन्त्र सधैं चालु अवस्थामा हुनुपर्छ किनभने यदि आगो लाग्यो भने यो बिप बिप... गर्दै ठूलो स्वरमा कराउँछ । तपाईंलाई सतर्क गराउँछ । ज्यानजोखिममा पर्न दिंदैन । आवश्यक पर्दा अग्निसूचक यन्त्रमा ब्याट्री फेर्ने जिम्मेवारी चाहिं तपाईंको हो । यो यन्त्र भित्ता वा सिलिङमा जडान गरिन्छ । यो यन्त्रलाई कहिले पनि खुस्काएर नराख्नुहोस् । यसका ब्याट्री ननिकाल्नुहोस् ।
फायर एक्सटिङ्ग्विसर एक प्रकारको आगो निभाउन वा नियन्त्रण गर्न बनाइएको यन्त्र हो । अपार्टमेन्ट वा बिल्डिङमा यो यन्त्र कहाँकहाँ राखिएका छन् र यसको प्रयोग कसरी गर्ने भनेर घरबेटीलाई सोध्नुहोस् ।
यदि आगो धेरै ठूलो छ र फायर एक्सटिङ्ग्विसरले निभाउन सकिन्छ जस्तो लाग्दैन भने तपाईं र परिवारका सबै जना घरबाहिर निस्कनुहोस् र ९११ मा फोन गर्नुहोस् । तपाईंका सरसामानभन्दा तपाईंको जीवन निकै महत्त्वपूर्ण हो ।
यदि तपाईं सुतेको वा उठेको बेला आगो लागेको संकेत गर्दै बिप बिप... को आवाज आए, घिस्रदै बाहिर निस्कनुहोस् । उठ्दा धुँवा हुन्छ । सास फेर्न गाह्रो हुन्छ । भुँईसँगैको हावामा सास फेर्न सजिलो हुन्छ । कोठाको धुँवा र तातो हावाले तपाईंको ज्यान जान सक्छ । सुत्नेकोठाबाट बाहिर जाने बाटो आगोले छेकिएको छ भने बाहिर निक्लने अर्का बाटोको प्रवन्ध गर्नुपर्छ ।
लगाइरहेको कपडामा आगो लाग्यो भने भुईंमा सुत्नुहोस् र लडीबडी (आगोलाई थिचिने गरी यताबाट उता र उताबाट यता पल्टनु) गर्नुहोस् । आगो निभेपछि मात्र उठ्नुहोस् । बालबालिकाहरूका लुगामा आगो लागे, ‘रोकिनु, सुत्नु र लडीबडी गर्नुभन्ने सिकाउनुहोस् ।
Fire Safety
Landlords must provide a smoke alarm in your apartment. The smoke alarm must always be working because if there is a fire, it will beep very loudly to alert you and save your life. You are responsible for replacing batteries in your smoke alarm when needed. Smoke alarms are usually mounted on a wall or ceiling. Never take the smoke alarm down permanently or leave the battery out of it.
A fire extinguisher is a device used to put out or control fires. Ask your landlord to show you where fire extinguishers are in your apartment or building and how to use a fire extinguisher.
If a fire is too big and you do not think you can put it out with a fire extinguisher, YOU AND YOUR FAMILY NEED TO GET OUT OF THE BUILDING AND CALL 911! Your life is more important than your things.
If the smoke alarm sounds when you are sleeping or if you have a fire when you are awake, crawl on the floor to get to an exit.  You can breathe better near the floor.  Smoke and hot gases higher in the room can kill you.  Make sure that there is a second way to get out of your bedroom if a fire blocks your escape.
If your clothes catch fire, fall down on the floor or ground and roll back and forth until the fire is put out.  Teach children that if their clothes catch fire to “Stop, Drop, and Roll.”

९११ भनेको के हो ?
अमेरिकामा आपतकालिन अवस्थामा सहयोगका लागि ९११ नम्बरमा फोन गरिन्छ । यस्तोयस्तो अवस्थामा ९११ मा फोन गरिन्छ:
तपाईं आफैं वा अरू कसैलाई तत्काल उपचार आवश्यक भए एम्बुलेन्स बोलाउन ।
आगलागि भएमा ।
कुनै अपराध भइरहेको देखेमा ।
प्रहरी भए नियन्त्रण हुने खालका घटना जस्तै: कूटपीट, चोरी वा संभावित हिंसक स्थितिमा ।
What Is 911?
In the United States, 911 is the phone number you dial to get emergency help. Call 911 to:
• Get an ambulance for emergency medical help for yourself or someone else.
• Report a fire.
• Report a crime.
• Report a situation that requires a police officer on the scene, such as an assault, burglary, or a potentially violent situation.

९११ मा फोन गर्नु
जब तपाईंले ९११ मा फोन गर्नुहुन्छ, पाँचदेखि छ सेकेण्डसम्म केहि आवाज आउँदैन । त्यसपछि मात्र अपरेटरले तपाईंसँग कुरा गर्नुहुन्छ । अपरेटरको जवाफ आउन्जेल कुर्नुहोस् । आवाज आएन भनेर फोन नराख्नुहोला । तपाईंलाई प्रहरी’, ‘आगोवा एम्बुलेन्सके चाहिएको हो अपरेटरलाई भन्नुहोस् । घटनाबारे थप जानकारी दिन तपाईलाई भाषाको कठिनाई छ वा तपाईलाई अंग्रेजी बोल्न आउँदैन भने तपाईं कुन भाषा बोल्नुहुन्छ, ‘अपरेटरलाई भन्नुहोस् । उहाँले दोभाषे (अनुवादक) खोज्ने प्रयास गर्नुहुन्छ ।
घटनाबारे अपरेटरलाई सकेसम्म प्रशस्त जानकारी दिनुपर्छ । अपरेटरलाई तपाईंले किन फोन गर्नु भएको हो, कहाँबाट फोन गर्नुभएको हो र कस्तो आपातस्थिति आइपरेको छ भन्नुहोस् । अपरेटरले सोधेका सबै प्रश्नको उत्तर दिउञ्जेल फोन नछाड्नुहोस् । उत्तर दिंदा नआत्तिनुहोस् । फोन चाहिं नराख्नुहोस् ।
Calling 911
When you call 911, there may be silence for five to six seconds and then your call will be answered by an operator. Wait for the operator to answer. Do not hang up. Tell the operator what you need, “police,” “fire,” or “ambulance.” Tell the operator what language you speak if you do not speak enough English to give more information. The operator will try to get an interpreter.
You will need to provide the operator with as much information as you can. Tell the operator why you are calling, and where and what the emergency is. Stay on the phone until you answer all of the operator’s questions. Remember to stay calm. Do not hang up.

कस्तो अवस्थामा ९११ फोन गर्नु हुन्न
गम्भीर, ज्यानजोखिमा पर्ने खालको आपातस्थितिहरूमा मात्र ९११ मा फोन गर्नुपर्छ । आपतकालिन अवस्था छैन भने ९११ मा फोन नगर्नुहोस् । आफू जानुपर्ने ठाउँको बाटो सोध्न वा ढोका नखोलिएर आफू घरबाहिर परेको अवस्था जस्ता घटनामा के गर्नु भनेर ९११ फोन गर्दै नगर्नुहोस् । ९११ मा फोन गरेवापत दमकल वा एम्बुलेन्स आईपुगेर आपतकालिन अवस्था पाएनन भने फोन गर्नेलाई जरिवाना हुनसक्छ ।
When Not To Call 911
Calling 911 is only for serious, life-threatening emergencies. Do NOT call 911 if there is NOT an emergency. Do NOT use 911 for things like asking for directions or if you are locked out of your home. You may be fined if you call 911 and an emergency vehicle arrives when there is no emergency.

प्रत्येक शहर वा बस्तीमा प्रहरीले कानुन कार्यान्वयन गर्छन् । उनीहरूको काम  बासिन्दाको सुरक्षा गर्नु हो । तपाईंले आफ्नो टोलछिमेकमा प्रहरीहरू आफ्नो कार, पैदल वा साइकलमा हिंडिरहेको देख्नुहुन्छ । तपाईंले प्रहरीसेवाको सम्मान गर्नुपर्छ । उनीहरूसँग डराउनु पर्दैन । उनीहरूको काम सबैको रक्षा गर्नु हो । प्रहरी देखेर नभाग्नु होला । कुनै सेवा वा विषयमा प्रहरीलाई बिनाकारण पैसा नदिनुहोला । यदि प्रहरी तपाईंसँग केहि सोध्न आए भने सहयोगी बन्नुहोला । यदि तपाईं अंग्रेजी राम्ररी बोल्न जान्नुहुन्न भने आफूले बोल्ने भाषा कुन हो बताउनुहोला । उनले दोभाषे (अनुवादक) फेला पार्न कोशिश गर्छन् । यदि तपाईंलाई कुनै अपराधबारे सूचना लिन अनुरोध गरियो भने प्रहरीलाई जतिसक्दो जानकारी दिनुहोला र उहाँहरूका सबै प्रश्नको जवाफ दिनुहोला ।
Police
In every city and town, the local police enforce laws and ensure public safety. You may see police officers on patrol in your neighborhood in cars and sometimes on foot or bicycle. You should respect the authority of the police but do not be afraid of them. Their job is to protect everyone. Do not run away from a police officer. Do not offer money to a police officer for any reason. If a police officer approaches you and asks for information, try to be helpful. If you do not speak much English, tell the police officer what language you speak and the officer may try to find an interpreter. If you have requested police in order to report a crime, give them as much information as possible and answer all of their questions.

तपाईंले आगलागी भएको सूचना दिनुभयो भने स्थानिय अग्निनियन्त्रण विभागले घटनास्थलमा दमकल र अन्य उपकरणहरू पठाउँछ । तपाईले भने उक्त उपकरणसँगै आएको टोलीले भनेअनुसार गर्नुपर्छ र उनीहरूलाई काम गर्न सजिलो पारिदिन अलि पर हटिदिनुपर्छ । उनीहरू आफ्नो काममा कुशल हुन्छन् र कस्तो आगोमा कसरी काम गर्नुपर्छ भन्ने उनीहरूलाई थाहा हुन्छ । आगालागीको प्रकृति फरकफरक खालको हुने भएकाले कुनैकुनै अवस्थामा ढोका र झ्यालहरू फुटाउनु पर्ने पनि हुन सक्छ । कोहि व्यक्ति जोखिम अवस्थामा परेको छ भने उनीहरूले उद्दार गर्ने कोशिश गर्छन् ।
Fire
If you report a fire, the local fire department will respond by sending fire trucks and equipment to your location. You should then obey orders by fire officials and get out of their way. They are professionally trained and know what should be done in different kinds of fires. Depending on the situation they may need to break doors and windows. They will try to rescue anyone who may be in danger in the fire.

एम्बुलेन्स
कसैको ज्यानजोखिममा पर्ने खालको घटनाबारे खबर गर्नुभयो भने एउटा एम्बुलेन्स र आपतकालिन उपचार टोली तपाईं भएकै ठाउँमा पठाइन्छ । उक्त टोलीका सदस्यले बिरामीको अवस्था र अप्ठ्यारो पर्नुको कारण सोध्नेछन् । त्यस्ता प्रश्नको उत्तर चाँडो र बुझ्ने गरी दिनुहोस् । उक्त टोलीले बिरामीलाई एस्ट्रेचरमा राखेर एम्बुलेन्समा चढाउने गर्नुहुन्छ । उहाँहरूले बिरामीलाई अस्पतालको आपतकालिनकक्ष (इमरजेन्सी रूम) लैजानुहुन्छ । उक्त टोलीले कहिलेकाहिं परिवारको एक सदस्यलाई लान सक्नुहुन्छ । तर सामान्यतः बिरामी लगेपछि परिवारका सदस्य र अन्य सहयोगीले गाडीको बन्दोबस्त गरी अस्पतालको आपतकालिन-कक्ष पुग्नुपर्छ ।
Ambulance
If you report a life threatening medical emergency, an ambulance and emergency medical team will be sent to your location. They will ask questions about the condition of the patient and the cause of the emergency. Try to answer them quickly and fully. They may place the patient on a stretcher and then into the ambulance. They will take the patient to the emergency room at the hospital. Sometimes they may also be able to take one family member, but usually family members and others will have to find their own transportation to the hospital emergency room.

पिडित भए, सहायता माग्नुहोस्
यदि तपाई कुनै अपराधको शिकार हुनु भयो भने तपाईंले प्रहरीसँग सहायता माग्नुपर्छ । तपाईं सडकमा लुटिनुभयो, घरमा चोरी भयो, कसैले आक्रमण गर्‍यो वा चोट लगायो भने तपाईंले ९११ मा फोन गर्नुपर्छ र प्रहरीसँग सक्दो चाँडो मद्दत गर्न अनुरोध गर्नुपर्छ ।
When a victim, seek help
If you are a victim of a crime you should seek help from the police. If someone robs you on the street, if anything is stolen from your home, if someone attacks you and harms you, you should call 911 and request police help as soon as possible.
